On 13 February 2009, Utrecht University and BNRM organised the international conference 'Human Trafficking, turning our attention to labour exploitation'. Trafficking in human beings (THB) is a serious crime and a violation of fundamental rights. In Dutch law forcibly recruiting, transporting, moving, accomodating or sheltering another person with the intention of exploiting that person is punishable as THB.
Since 1 April, 2000 the Netherlands has a National Rapporteur on Trafficking in Human Beings. The Rapporteur reports on the nature and extent of human trafficking, and on the effects of anti-trafficking policies in the Netherlands.
One important international document on trafficking in human beings is the 2000 'Palermo Protocol' to the UN Convention Against Transnational Organised Crime. The definition of trafficking in this Protocol has been guiding for many subsequent documents.

Trafficking in human beings (THB) is regarded both in the Netherlands and internationally as a serious crime and a violation of the victim’s human rights.
